Overseas Development The European Parliament is able to guide and promote the EU's development and cooperation programmes with virtually all the world's developing countries through its Committee on Development and Africa-Caribbean-Pacific/European Union (ACP/EU) Joint Parliamentary Assembly. John Bowis is a substitute member of the Development Committee and Vice-President of the ACP-EU.
